Regarding a plausible reason why you avoided stepping in the water leaking down onto pathway: Since there's no evidence of recent rain or any other innocuous puddles of water, seeing this water leaking out of the building is highly suspect of some kind of pipe dysfunction which could be coming from a sewer line. Did the water smell foul?

Toos is correct, a person stopped to urinate, one has to always be careful when walking in all of Central and South America, they always seem to find a wall, or corner.
So funny to read. All the city of Lome, West Africa is full of text on walls that it is forbidden to urinate againsed the wall. But the ground is full of smal pits of men who urinate against the wall or on the ground.
And the smell!!!
Sounds like San Francisco! One must have a strong bladder or stay totally dehydrated in SF as public restrooms are dismally few and far between BUT to relieve oneself even in an "emergency" one is in jeopardy of a $500 fine and possibly having to wear a permanent ankle bracelet for life as a sex (pee) offender. And another big reason why I never visit the City is because it is so filthy with human defecation all over. Yes, an ugly secret of this "beautiful" city. I've never been able to understand why they don't keep the sidewalks steam cleaned and provide many, many more corner facilities like this:
Public restroom jokes is cliche for comedians, and San Francisco is the epicenter.
here in northern Saskatchewan they don't have rest stops anywhere. We have to travel 5 hours to the nearest big city, Saskatoon, and you can see folks always stopping by the roadside behind their car's open door. As there is nothing much except trees and deer along the highway I think it's become a tradition to pee by your car. Not that easy for woman in pants. the ladies in Guatemala wear skirts and I can understand why. Too funny!
