There is money for a friend or family member to build infrastructure for those in the political class. There is no money in maintaining it once built.
We in the USA have been trained since grade school to dispose of trash in a organized way. It have taken more than my life time to improve the public trash free environment to what we enjoy in the US.
Wherever you are just listen to your inner voice- it is more efficient. Once a year litter- see how it feels. The locals follow their inner voice. Judge not. It is not your place. My 2 centavos.

i bet I would put my trash there. I mean, its a trash bin. -) if i were to analyze it I'd probably justify my behavior based upon the fact that it's not overflowing and thus, there is some point at which it gets emptied... the determination of "its full - time to empty it" is never up to me.... does it Never get emptied? i doubt it, otherwise it would look (smell ?) a lot differently. its seems to be some where in between: A) "always empty trash bins when they get 1/2 full (the Disney philosophy), B) empty them every single day regardless of how much is (or isn't ) in it (the way we do it here at work) C) empty if every week (they way its done in my neighborhood) D) pick up the trash by some kind-hearted "volunteers" from a local recovery home or "work camp" on a Sunday (the way its done at beaches near my house) or E) wait until it piles up in the middle of the village and then once it gets 3 meters high, set fire to it (the way its don't in Mexico or the Philippines)
... but yeh, I'd throw my trash there -)

I have to make a decision, I have to do something, it is judgement of sorts, my goal is to treat them as equals, not as inferiors, they get to be like my neighbor. The bigotry of low expectation dooms cultures.
