Everyone is different on living, food, buying products, drinking is most the same worldwide. Drinking, and drug use by expats is rampant, and it normally take 3-6 months for a person to stop living as if they are on vacation, on a splurge.
For example, your profile says you are married, so if so, then just slightly more.

I use a budget estimation of 41.51 USD per day, but you can always go cheaper., I was there for 30 days, and did not spend that much. Check out the estimations of budgets for all countries I created, and need to update.
We are pretty modest in what we spend on food and drinks, we don't go out much but would love to be able to go out from time to time.. We love cooking at home.. No drug use but we enjoy a drink here and there.. Nothing crazy.
Where would you consider a safe, modern place to live on $1000 a month range?

I would say the safest, easy, but congested in Thailand, modern is often what we can buy, you can buy anything in Thailand, and you can live at 2-5 dollars in a hotel. I could rent a room for 60 USD per month. But, 99 percent of the expats are buying women, so want to be big spenders, and are not savvy in the least. Central and South America are more dangerous, English speaking Africa is more dangerous than French, Southeast Asia is generally safe, Philippines is more dangerous than most, and more expensive than most, PH can be modern in small place, like Bagui,
The cost of living normally included the flight home, if you look at countries that are popular, they are closer, Mexico, Ecuador, and Malta are at top of list, why? They are close to the Industrialized countries, 25 expensive, and 225 cheap, look at my budget page.
