I see two aluminum cans, I instantly think money. In Colombia, a can is money. Who leaves money sitting around? Maybe there is no way to sell this, or maybe they are so rich, they will not try to sell it.

Or maybe the people with money throw out, and the people without scavange from the bin.

I spent a bit of time with people that live in Boston. We would put cans and bottles with the deposit labels on them next to or on top of the trash cans. It was a real pain to get the deposits back for small amounts and by putting the cans on top it told the street people that there were no cans IN the trash. That way, they would not dig through it, making a mess. A plus for everyone involved.
