Hey Rob,
if you return to the phils now you'll find internet cafes in every corner :p
anyway, many tourists actually come here during winter months. so if you return around november you'll find there a lots of tourists, even in banawe area.
also during the months of march-may so they can go to the many beaches here.
hope you'll come back and experience more of the philippines :)try coron, palawan next time...
