Russia is as safe and any country in the world. About the same as Chicago New York city or any large city. Being a little careful is all that is needed.
To enter Russia you need an invite which can be had from any hotel. Just sent an email.
To obtain a visa in NYC or any place they give you a fast visa but you will have to pay more.
UlanUde is only a train ride away about 20 hours and you can sleep on the train. Nice town and very interesting. Siberia has many towns that are fun places to visit. Go to the Sputnic bar in Irquets it is as good as any in NYC.

i need to know if theirs an atm machine in abidjan with a PLUS sign. i looked it up previously and got absolute rubbish and false information that Ecobank has PLUS signs. I cheked numerous Ecobanks, they dont even work with a Visa.
