Hey Andy, Just back from Puerto Rico myself. It is great, but really expensive in comparison to DR, Panama and Colombia. But then again most of the Caribbean is.
Your best hubs are PR and Miami. SXM isn't bad as their are flying coffins and boats going to the surrounding places like Statia and Anguilla. None of them are cheap in comparison to what you normally do. I used to live in SXM, Tortola, Jamaica and Panama. Your best bet in SXM is to bum around with some of the yachtie bums, who might have a spare bunk. Eat the local places and it's not that bad.
As I'm sure you know the flights out of Bogota are the cheapest I've seen in the Americas. Check out San Andres/Providencia which is much cheaper than the Eastern Caribbean and they speak Caribbean English. I think you might like it. However by the flights/packages out of Bogota.

Andy, Great piece and thanks for keeping us up to date about Niger.
To add some more perspective about this you might want to check out this interview with James Shikwati from Kenya, who is frustrated with the actual economic damage done by the NGO's in Africa.
I have also written before about what you are talking about with the people from poor countries working for NGOs.
My take on it is that the moment philanthropy in itself becomes an economic activity, it becomes damaging to the actual act of philanthropy. If you're bored feel ree to check out my probably way to long piece about The Pitfalls of Philanthropy.
