I is a wonderful idea to encourage reusable bags via deposits. I was on pristine beaches in Vietnam except for the fact that plastic bags,the shopping kind and also the ones that are used for drinks would wrap around my ankles and wash up on the beach every time I took a dip.
Collect the bags get a refund !! brilliant !! works keeping the streets of Boston clean of cans and bottels.
