There is a big expat (US, Aus, Brit, German) community in the Philippines and in Cebu in particular. Not all these "older" men are simply looking for a good time girl. Many of them marry a Filipina and start a family there. The man is looking for someone to love and give comfort in his declining years. The girl wants the security that comes from marrying a foreigner. Maybe an escape from the poverty and a US citizenship.
Sometimes it works out, sometimes the girl finds a younger lover and abandons the man. That's life.
BTW, I sent an e-mail with a small list of "things to do in Cebu". Don't forget to visit Magellans Cross. (Of course like George Washington axe the wood has been replaced over the years...)

things to do in Cebu:
Visit "Topps" which used to be the private helipad of the Osmena clan.
Visit the LapuLapu Shrine on Mactan Island andlearn why the locals call the area, "Shoot to Kill".
Visit Carbon Market.
See Magellans Cross and the Old Spanish Fort.
Visit the Buddist Temple on the hill.
See a cockfight.
Visit Danao and try to see a "Paltik" factory.
Go to Malapascua Island.
Take part in a Sunday run with the Cebu Hash House Harriers. They have a website.

Speaking of "Indiana" hellos. (I am from Indy, btw.) My wife and I were on a 3 hr layover in the HongKong Airport waiting for the morning plane to Cebu. Early, sun not up yet,and I spy a fellow in a white T shirt and farmers bib overalls making his way down the concourse.
"Where you from?" I ask and he replies, "Goshen, Indiana!"

I agree with you. Travel in the Philippines is frustrating to say the least. I have met Filipinos there who have traveled the world, but not their own country.
You need a local guide, not expats. It is possible to rent a car and driver very inexpensively. Get someone with a 4wd and sense of adventure. Head up to Baguio, Make him take the Mountain Rd. Go to Batad and see the Rice Terraces, visit Sagada and the Burial Caves in Bontoc Province, head to Vigan to see the old Spanish Architecture. head further north to visit Pugudpud, the remote seaside resort town.
There is much to see in the Philippines, but without a guide it's hard to find it.

It has been said that "Filipino women are the strongest men in Asia". There is much to this.
I see the problems in the Philippines relating to it's being dominated, raped and used by western society for hundreds of years. First the Spanish, and then the Americans. "Four hundred years in a Spanish convent, fifty years in Hollywood". The people are always looking for a big brother to save them. And they have always been taken for a ride.
At one time after WWII the Philippines had as good a chance for growth as any of the current Pacific Rim Tigers. But first America, then the oligarchs and powerful families (most reaching back to Spanish rule) took more than their share. By the time Marcos left, the country was broke and in ruin. And he had the backing of the US!
I don't know if your travels allow time for reading but two I could recommend are The Marcos Dynasty by Seagrave and Gold Warriors: America's Secret Recovery of Yamashita's Gold also by Seagrave.
Desperate people do desperate things, even run scams...
