I THINK PARENTS SHOULD BE RESPONSIBLE FOR THIS KIND OF PROBLEM. THEY ARE THE ONE TO BLAME, ACTUALLY ITS NOT THE GOVERNMENT BUT THEM..WHY MAKE A CHILD IF IN FACT THEY CANNOT RAISE THEM WELL,, SO SAD FOR THEIR DESTINED CHILDREN.
