The controls will sometime get frustrated or angry if they see you doing this and will try to force you to get in a van. Do not get in the van, take a Motorcycle taxi further outside the city and wait. The best time to catch a rise is about sunrise as the business travelers are leaving the city. This is faster and cheaper than the large vans, there is no bag fees, and you do not have to wait for them to fill, and because you are trying to flag down a five passenger car it goes faster and is more comfortable.
