Unfortunately I have never encountered a page that helps to know for the world. The guidebooks generally will tell your the best time to visit a country in accordance with the weather, tourist, rains, monsoons, heat, or any festivals that would influence your decision.

COMMENTS:
Visiting Europe: I recommend you visit Europe in the Spring one month before the University Student leave from school or the month after they return. Any earlier or later and the weather become too cold or rainy.

GOA AND HAMPI - INDIA - The most expensive time to visit is from January through maybe February.

ACAPULCO, MEXICO - December 15 to maybe February 20th is very expensive.
