Stabilizing Cellular Signal strength Before Dialing Internet

I am in a Hotel room in Lome, Togo West Africa, I am using the GPRS system or CNIA of Togcel.tg here in Togo.

I have discovered the signal or réseau as they call the network here in Togo may only be giving me a 1-2 bar signal. I find that if I walk out of the room into the courtyard of my room and search for a many bar signal, then return to the room the dial-up connection works better.

It is as if the signal stabilizes or become more focused on the cell tower. The concrete rooms block or lower the signal strength. I normally place the phone in the window of my room whereby I have a better signal.
