We do not need to use the computer resources, if a project requires a long term publishing on the internet. The best time is probably from 2:00 AM to 4:00 AM USA time.
 
Four time zones, so not so easy to say that, howver try to not be just after midnight as many bots seem to invade at this time.
 
To know just get on sitemeter and check is the traffic on the up-tick or down, or real down.
