The first twenty five pages need to be rich in content and keywords.

When making one page, or one file to be served, when you are reading the source or the front of page from the top down.

The first 25 words written define the page, thefore if you have some phrase like

"Best Viewed by Explorer 5.5"

This is horrible, all navigation for the top should be in JS or Javascript, with the bottom real links.
