At last we’ve found away of contacting you. We have wrote to you and tried ringing your Jamaican landline and mobile quite a few times, hoping we could get a US number for you, but no reply. We may be in Florida towards the end of January. Would be nice to see you again Hope to hear from you.

Good day. My name is Michael Whitmore and I am a United States Citizen. I have been coming to Jamaica since 1979 and have been a land owner since 1983. I am a tax payer and a potential investor in Jamaica. I have been living in Jamaica since December 8, 2004. I was living here for three years and in January 2008 I was charged with overstaying. This issue went to court and the deportation order was dismissed. At that time, I was required to leave and come back, which I did. I have left and returned to the island four times since then. Now since this has happened, I have had very unexplained issues with the police. Please let me explain.

On July 22nd of 2008, my neighbor was murdered in his yard. Hours later, a car with four police officers in the car came to my gate. My girlfriend went to the gate and they asked to talk to me. I went to the gate and they asked me if I had had a confrontation with my neighbor. I told them that on the 13th of July he had threatened my life. This was reported to the Green Island Police within one hour of the threat. They said to me that I was a suspect in the murder, and I should come with them to Lucea. I was concerned about this because three of the police officers that were in uniform still had their rubber gloves on. I said to them, if Mr. D. Lawrence wants to speak with me, he knows my phone numbers, both land and cell. He can call me anytime and I will drive myself to see him. It started to rain, and they jumped in their car and left. I have not heard from them since. However, I did go to see Mr. D. Lawrence and told him what had happened.

Now in January of 2009, I had a police officer come to my gate concerning an issue with a squatter, which was false. He was addressing me by my name. I asked him many times for his name, which he never gave me. However, before he left he said to us, "you all think you are safe back there." This was a Friday evening. Then on Sunday evening, there were two police officers on their way home in a private car. Just down the road about one hundred yards, they spotted two men with hoods on their heads with guns. They went up the road and turned around. They pulled right up to them and came out of the car. They killed one right there, and the other one ran across the road and was shot and killed in a yard down the road from me.

Now on March 17th of 2009, I was talking on the phone to a friend in Florida. I hung up from him and walked out to my gate. Looking out, I saw a car up at my top gate. It was noon time. I told my fiancée that I was going up to see about the car at the gate. I have four dogs that went with me. Up in the yard, I could see two men out on the ocean front. Three of my dogs were chasing a mongoose around two trailers I have. I went towards the men with my other dog. I stayed a distance from the men and asked them if they had lost something out here. They replied by saying "who what you say." I asked again and they said they were Jamaicans and were just looking at the beauty of their country's sea and fish. I said to them that they were trespassing. They said I did not know the law. I informed them that I did know the law. I told them that there were three more dogs coming up there at anytime. They told me they were police officers. I asked to see their badge are some kind of identification. I asked for their names, but they would not give them to me. I then told them when the other dogs come to stand still, to let me control the dogs, and let me have the dogs smell them, and then I would walk them out to the gate. I told them that the dogs did not greet them at the gate, that the dogs did not know them, and that they were in their yard, and that I am their master. As the dogs came, I again told them to stand still. One of the dogs, Max, came towards me on my right. One of the policemen was standing no more than eight feet in front of me and we were standing face to face. I reached for Max's collar, when I did this both policemen drew their guns from their waist. Max made a lunge, but I still had him by his hind legs when the policemen standing in front of me shot him in the face. He then fell back on the razor rock and injured his elbow on the rocks. He was lying on his back with his gun on his chest. He said to me, what a bad mind you have to set that dog on me. I walked to the gate with one of the dogs and told the other dogs to go back to the house. I took the license plate number from their car and went back to my house. My fiancée had heard the gun shot and started up towards us when she met Max coming back and bleeding. She panicked and started back towards the house. I was coming down the front of the yard. I told her what had happened. We then put Max in my truck and headed to Sav where my vet is. I received a phone call from someone that went by my yard and saw a bunch of police at my gate. He got a phone number from them and called me to tell me about this. He had a phone number for me to call. I called this number and it turned out to be the Police Inspector Mr. McCarthy in Lucea. He told me to come to the station right now. I informed him that I was trying to have my dog looked after, and if I could make it to the station before he left. If not, I would be in first thing in the morning. At this time he got ignorant and said if I did not make it into his office before he left that he was coming to arrest me. We made it to the station around seven pm. We went to his office and he said to tell him what had happened. I said he should be able to tell me better. He said "I said tell me what happened." I started to tell him what had happened and he said to me "look, don't come in here and lie to me." I then said to him sir if I have to come in here and lie to you, you won't see me nor hear me. I got up and walked out. I have not heard from the police nor seen them concerning this matter from that night on the 17th of March 2009. I left the Island on the 21st of March and returned on the 22nd of March. And I still have never heard from them.

I was to leave on the 21st of June 2009. I was unable to leave on the 21st, so I went in to see the immigration officer, Mr. Sharpe, to explain to him my circumstances. He was the same officer that tried to have me deported in 2008. I informed him of the reason I would be unable to leave on the 21st. I had a litter of puppies in the yard and also had no one that could come down and watch my yard at that time while I would be gone. I told him that the soonest I would be able to leave was the first week in July. All he said was "whatever."

I was leaving the Island on the 2nd of July when I was stopped by Immigration. They told me I had a warrant for my arrest. I asked them for what and they told me something about a dog issue. I then said that was funny as that happened in March and I have not heard anything from them since March. And they know where I live and what truck I drive. A Mr. McCoy from Immigration then called Mr. McCarthy, the inspector in Lucea. They talked then he gave me the phone. I spoke to Inspector McCarthy and he asked if I was coming back. I informed him I was, as everything I own in my life is there in Jamaica. They then let me go and told me I needed to get an entry visa at the Jamaican Consulate General in Miami to upgrade my status from visitor to resident. I told them I would be glad to. I did get the entry visa on the 7th of July 2009. Returning on the 8th of July, I was stopped by Immigrations. They asked me if there was anything I needed to tell them. I told them about the entry visa. He then asked if there was anything else. I said something about them saying I had a warrant when I left on July 2nd. They said there was a warrant for my arrest. I told them that I had no knowledge of this as this had happened back in March. They detained me for several hours. Then they came to me with a copy of something. They said I was prohibited from landing in Jamaica. I never was allowed to look at it. They then took me to the Freeport jail where I spent the night on the floor. The next day they came and got me, took me to the airport, and returned me to Ft. Lauderdale. This is when I received the copy of what they had. I noticed it was dated the 15th of May 2008, did not have a stamp of any kind on it, nor a Jamaican heading. Also, it had no stamp, signature and did not look official to me, just a copy of something. Who signed it, I don’t know, but the Jamaican Consulate General could not even tell me who the Minister of National Security was on the 15th of May 2008.

I have tried diligently to find out what is happening with my status, but to this day I still have no answers. I know everyone that is receiving this email has gotten emails and phone calls many times from me. To this day, all I have been told is that someone will get back to me. And to this day, I have still heard from no one. I do know for sure there is not and never has been a warrant for my arrest. I really do not believe there is any prohibition order keeping me from coming back to the place I have called home since 1983 when I bought my property.

Now, I have been away from my home, my land, my fiancée, her little girl, and my dogs for three months. I still have no answers to this nightmare that it has become. I am asking for your attention in this matter, and allowing me to return home. I fear for the safety of my fiancée and her daughter as they are there alone. It is very hard for her to maintain things there being alone. I am begging to please help get this matter looked into for me. Any form of assistance will be greatly appreciated. Now from the time I wrote this letter one of my dogs was killed,and I am very concerned of my fiancée her daughter that are there by themselves. This is a thing that has esculated into much more than it should have, and the way I see things going now, if something is not done to correct this it is going to turn into a murder case, as this is the reason they have me out of the way by doing something that should not have been, but she is in the way and all they have to do is get rid of her, and then they can get there way to the $150,000.00 plus that sits there in building materals, and tools. Motercycle, truck, I hope someone will take the time to look into what has happened and stop it before it goes to this level. I really hope that you will look at this and really see what is going on. Before it becomes a serious crime if not a murder of two innocent people. My fiancée and her daughter. PLEASE TAKE THIS AS A VERY SERIOUS MATTER.
